Tempo is slow, it consists of short notes tho. It's around 95 bpm on this recording, but the original old recordings are slower.

For the Russian term "встречный марш" I traditionally used the translation "Slow march" for a long time. This seems right to me. Actually, literal translation will sound like this: "meeting march". The tempo of Soviet "Slow march" can be from 75-80 beats per minute at 2/4-4/4 (155-160 alla breve), sometimes 90-110 (as here - 100-102). But "normal" Soviet march (for troops marching) has ~120 beats per minute. In fact, the terms "slow-" or "quick-" march are not official used in Soviet Union (and modern Russia).
