The snoopy cap is likely a placeholder to hide hair for now until they figure out a way for different hairstyles to either show a bit or they'll hide the hair another way.

That may be a thing with StarCloth in 1.0. This item of clothing was a torso with a hood as one whole piece. I did see what looked like a standalone hood on an NPC but it didn't appear in their inventory to loot.

oh need more 1st person view clarity, its covering the view too much. they should make it faded from 1st person , so its easier to see past.

Oh, god, no... looking at the weighting of the third-person hood and the implementation of the first-person hood THIS IS CLEARLY A FAKED i.e. a bespoke first-person solution, that just doesn't synch up with the head movements. Dear god no. This is worse than plonking a nearly 3D gun onto a generic fps.
