Why Seeker torpedos?

They had the highest hit ratio during that patch. I'm not sure if it's the same with the current patch.

why don’t they dodge it if they know you locked on and fired missiles?

Mixture of not paying attention and not being able to shake EM torpedoes. Those were large ships with a huge EM signature. You can also notice the 890 didn't regenerate his shields before undocking.
