But Andrew Robinson is a writer and wrote about half of his lines for DS9, I don't understand what you mean by saying the actors aren't writers. They had influence on how the characters are played, how words are said and they chose to imply romance as well as Andrew Robinson writing his lines to potentially have those implications.
