Each player gets 2 energizer cards to start the game so where are the missing cards?

Actually, I think the game is for all four characters. If there are less players than characters, one or two players controls two characters.

Minimum 2 as on page 10 Playing the game it states who starts if Kirk or Kirk & Spock are not used. Correction Rules Faq states1-4.
