You don't often see unfinished blue screen effects on such an epic scale. This set is supposed to be the interior of the collector, which is in space. There's no way that background was intentional. They ran out of time or money.

Star Trek Insurrection is reviled by because of its story. SFDebris and Confused Matthew explain that better than I but to put simply, it presents a moral issue that in theory should make you sympathetic to the Ba’ku but in practice, it shoots its message in the foot because the Ba’ku have no reason to be on the planet and the film is desperate to make you care for them, even using Data’s moral subroutines telling you who to route for. And this is from a guy who actually LIKES Star Trek Insurrection.
