While John Delancie is a fantastic actor, I’ve never understood the popularity of a character like Q. The desire of the writers/producers to toss a near omnipotent and amoral being into various episodes merely for the sake of “drama” was an annoying and baffling aspect of the series. When Q gets thrown across the room was immensely entertaining/satisfying. The episode where Q loses his powers completely was a character arc that deserved to be explored much longer than it was.

But he's not amoral, in fact he's the opposite. A large part of the appeal of Star Trek is that humans can be wise, but still have the potential to evolve into something better. The Q Continuum is a foil to exhibit both. Being satisfied by their suffering is a negative outlook that Star Trek imagines humans such as yourself should discard.

Recall ST TOS, the episode of Kirk and the Gorn. The dialog at the end between Kirk and the vastly old and advanced race, similar to Q so to speak, reveals the reason why a Q character was introduced. Humanity may think of itself as advanced, but are merely infants in the grand scheme, and must earn their place some day among the universe's giants. TOS had several such episodes to humble the hubris of infant races. How would we behave? Like encountering a bug or bacteria.

The irony is that cleaning the air given the appropriate level of technology would be far more reasonable than regulating emissions.. Some writer was letting their progressive sensibilities get in the way of scientific and engineering realities.

Poor analogy. Water pressure is a constant force of nature that existed long before humans tried to defy it with our ships.
