Well...kinda. Original Assassin's Creed game creator was kicked out illegally by Ubisoft during or after AC Brotherhood, as the big corp wanted to make an infinite number of AC games while the creator only wanted to have a few number of them. So even if there is passion from the devs, it turned into a lie thanks to Ubisoft. AC Black Flag was already an Ubisoft evil corp production instead of passionate devs' production.

They are hiring game developers from the university. Simple as THAT. There are university courses specifically teaching "games design" these days, whereas the old boys were mavericks making it up as they went along, relying on their own creativity and problem solving skills rather than what they've been taught by someone else. There was no course that taught the makers of Fallout 1 and 2 how to make games. They were programmers and artists who were creating it from scratch with not much predating what they were making. Nowadays there's over 30 years predating today's games and AAA games are in a rut of treading familiar ground and taking no risks. To take one example, this is the reason all inventory screens look the same now, because designers are taught to make "UX" by people who tell them "do it this way" and "don't do it this way" and then mark them pass or fail based on how closely they follow the lessons. Remember when some of the soyboy games devs got upset because Elden Ring didn't follow the rules? This is why. The employees and execs have all changed, from artists to designers to producers and even programmers. The change is so drastic that they take for granted what would have been unthinkable 20 years ago.

For anyone who's wondering, "How far can you, just swim away from the ship in Black Flag" Well I tried to find the answer myself, and the answer was. "Pretty much the whole map". Not EXACTLY, but I know I did swim half across the map and, due to my low IQ, boarded a ship and killed everyone on board. (making the Jackdaw teleport to me "or the other way around) The things is saw was glitching out was the weather system (or Edward is just build different, because the man tanked a few tornados), and I found out that, the tornadoes do indeed come on land. (at least on the small scattered out islands) The mini map's textures was glitching out and making these void pockets and sometime a few artifacts.(Obviously from the fact that the mc is floating 500miles away from land) Aside from all that, the game was perfectly fine. All I heard was the sea waves and wind crashing into my face while trying to avoid the giant rain cloud. Here's a guy who DID swim across the whole map. In Black Flag when you walk from the beach into the sea and the water is up to your waist, Edward lowers/opens his arms and lets the water slide through his arms while you continue walking. Their French translations of the old Might and Magic blobers were all broken in ways that say they never playtested them at all (game critical riddles were either never changed to a French language answer, or the parser wouldn't accept accented characters despite the answer demanding them).
