It is not licensed but management got people from the Disney legal team to check the place out, basically as long as there is nothing that mentions "Star Wars" somewhere on the venue itself or they don't claim to be officially representing Disney in any way, then they're good to go, basically Disney probably categorized this as a fan project which would fall under the umbrella of "fair use" so management made sure to comply with Disney rules to keep their project running, which is why the venue is called "Nowas" bar/cantine and not "Star Wars" bar/cantine.
