You can't fire a disruptor shot under water so you hover over the center of the boss, above the water, aim straight down and fire. If done right it should be an instant kill.

You don't need to use the cables at all. If you can spam the snowspeeder laser fast enough, you can kill the first two on the first pass. For the third one he used the damage from his snowspeeder crashing into the head and then respawning. Which was faster than going around for another attack to deal the final bit of damage.
