it really isnt the only real thing that the empire has is numbers and big guns the imperium have bigger guns and outnumbers them atleast 50-1 the eldar specialize in hit and run attacks which the empire loses against as seen with the rebellion + is a whole race of force users also is heavily while having more advanced technology than the empire the dark eldar are the same + they kidnap hundreds to thousands of people on any world they raid to then genetically transform into monsters to throw at the empire en masse the orks get stronger the longer they fight and its nearly impossible to kick them off a planet without burning the entirety of its surface since they are born from fungal spores + they can make their technology through literal metal scraps to match with anything the empire can throw at them the tyranids (who outnumber the empire 1000-1) will just adapt to hard counter the empires 1 fighting strategy of big guns and large numbers most likely also going to hit and run attacks while pumping out bioforms to withstand the empires big guns for larger assaults chaos will corrupt atleast 70% of the imperial officers and soldiers that interacts with them in any way and the tau heavily outrange the empire to where anything they throw will be annihilated long before the empire can fight back
