i wish they would put a penalty on swarm host. like they would lose half health when they release swarms.

The main penalty is they are very inefficient in terms of supply - they tend to mean that the zerg can only fight with the locasts, or they are out-powered. That, and I gather they are pretty ineffective against mobile armies, like bio balls
