I think radagast would do better with the elves, just because his powers are mainly based on nature and share similarities such as the mist.

You need to unlock the spellbook power "The Lord of the Beasts". It's the second tier spellbook power on the left. When you've unlocked it you can recruit Radagast in the fortress.

If you want to buy it, you can probably find a copy on Amazon. If you want to download it for free, it's rather complicated. BFME2 is: The battle for middle earth 2 and RotWK is: The Rise of the Witch-king. RotWK is the expansion of BFME2 and you need both to run mods.
