This feels like a more roguelike/card builder version of Halcyon 6: Starbase Commander. Which was more ftl and civ (re-)builder and management. Having to claim and rebuild the ancient starbase you operated out of while fending off increasing waves of enemies trying to wipe out the totally NOT Federation proxies and their wacky shenanigans.
