If you want some really good carriers, with the caveat that they can't be _directly_ controlled *cough cough* , then you should do the Luddic Path sidequest to get them off of your faction planets by doing them a favor. you will find some Hegemony secrets that will come in REAL handy, provided you can survive...

Crew training impacts carriers lot

Aren't there "drone" type fighters that don't require crew? Iirc they have lower replenish rates (but a hullmod exists, factory something-something, that helps mitigate that)

When would you use defensive targeting array? I find it's generally not a good idea to have carriers at the front of the lines

It's really great offensively if you use them to support bombers. You basically get a unit that can fire off missiles, rearm almost instantly, then fire off more missiles. If you are going to use it defensively, then I would suggest strike craft like the Xyphos or Thunderdrone Interceptor who can protect you from many threats.
