HITTING THE BOTTOM OF THE OCEAN AT 30) MILES PER HOUR WILL DO THIS DAMMAGE, Right guys. As a merchant seaman and diver we have seen this happen freaquently. This is no movie on TV. I do not know how far she dropped but once it starts sinking it will fall pretty fasty.

it's "FTS is SAFED" not saved :), SAFED Which means that the lock on the Flight Termination System (FTS) has been enabled and is now in a safed state

They could launch, so technically no, they do not need Congress to launch. But if they have different plans to what they have licence for, then they need a new licence which includes the modifications too. If anything goes wrong during these events, all fingers will be pointed to FAA, how negligent they are etc. I'm sure there must be a fine balance, safety is important, but the speed of development also key in getting to Moon and Mars.
