Technically if the very survival of our species is at stake and a solar system with habitable planets, home to giant violent bugs is our only choice to relocate, our very society needs to become at least as fascist as what you see in the movie in order to expedite the colonization and actually succeed. I believe what you see in the movie is actually the culmination of a conspiracy being prepared for generations so people will voluntarily go and help with clearing out those planets for humans to eventually colonize before it's too late.
