Starting it Up With a Neighbor

The plaintiff alleges the defendant, her upstairs neighbor, harassed her and made obscene gestures toward her. The plaintiff was forced to move as a result, and she's suing the defendant for harassment. The defendant claims the plaintiff is the one who harassed him. She's the instigator, not him.
