It doesn't, really. You can just pile it up and let it decay naturally, but keeping it mixed can speed it up a bit. If it doesn't get a little oxygen every now and then, the beneficial microbes will die off, and it will go anaerobic and get smelly.

With the grass clippings in there do you think that you'll end up with grass growing in the garden?

Not if it reaches the right temperature. When it gets into the "active" or "hot" range, it kills off any seeds or viable roots.
