The amulet is on the island with the radio tower. Its hanging off a branch sticking out over the cliff face.

Heckles is at the radio tower. There is a dead tree at the edge of the cliff. You half to walk out the limb to get it

im just missing the fuel tank but i have such a hard time finding blueprints

Yes, the necklace is at the radio tower, hanging on a tree. Over looking the cliff.

I think that's a different necklace. The one she's missing is hard to see and should be on the beach.
