State Department: We don't see that the mass murderer is intentionally targeting civilians they just got in the way. We will continue to look at the circumstances but we are unable to make a conclusive determination that the mass murderer is violating the law. The US government stands with the mass murderer in their effort to eliminate their enemies. We want more aid to get in and then the mass murderer can continue their effort to eliminate the resistance. The National Security Memorandum report doesn't determine that the mass murderer has violated the law but we believe that they have failed to meet their obligations concerning the law in certain instances and that the mass murderer can hold itself accountable.
