I'd imagine the naval idea is a historical flavour decision for the Cham people. Someone on the PDX team clearly had some attention for detail there. The Chams were originally a coastal people until being pushed back into the mountains by the Vietnamese and Cambodias as well as Khmer expansion.

Regarding the govcap: it's just a -99% modifier. That means you can use admin ideas to get back from 1% to 21%. Moreover, there's a convenient monument nearby in Bangkok that gives 5-10-15% - huge. Finally you can get 10% from the infra-aristo policy, for 46% total (about the same as Prussia). Your capital state has -100% gov cost. Note: this modified likewise is an additive percentage, so the +10% from expand infrastructure gets you back to 10% gov cost, hence your little problem. Infrastructure-5 likewise gives a -10% that could compensate for it. Beyond that, there's the Centralize State action for 50 reform and 50 admin that gives a repeatable -20% to a state after 5 years. So, if you can afford it, over 25 years you can reduce any state's govcap cost to zero. Unfortunately since you're not a monarchy, you can't get the reform that refunds 50% of the cost. Finally, once you hit tech 8 you can use courthouses for unlimited territories. At tech 12, provided you took infra-5, a courthouse+state house+ infra5 should reduce governing costs by 50%, allowing for unlimited halfstates or trade companies. Unfortunately that doesn't quite fit in an hour, otherwise it seems like a great Parabellum challenge to do a world conquest while remaining a stateless society :)

It's worth noting that despite Mil 6 unlocking a new cav unit type, it's still an infantry tech. You're paying almost triple the cost for the same damage output. EDIT: How did this even devolve into such a dumb conversation? It's indisputable that infantry is far more effective at Tech 6, you can literally check it in game. Infantry Fire Modifier - 0.55 Infantry Shock Modifier - 0.95 Western Infantry Pips: 1 Shock, 2 Morale Chinese Infantry Pips: 1 Shock, 3 Morale (1 Defensive) Cavalry Fire Modifier - 0 Cavalry Shock Modifier - 1.2 Western Cavalry Pips: 1 Shock, 2 Morale (1 Defensive) Chinese Cavalry Pips: 3 Shock (1 Defensive), 3 Morale (1 Defensive). Infantry is quite literally stronger than cavalry at tech 6, and costs 3x less. Keep in mind that fire damage (even early game) is still good, as it damages regiments before the shock phase. In fact, the fire phase is the main reason why Cav is a joke, unless you get modifiers such as Cav fire. When it comes to pips, they are exactly 5 times less relevant than 1 dice roll modifier, which means that they are not very relevant, especially early on.

@@jasonmain6398At Mil tech 6, Eastern tech cav gets 5 pips while inf has 4 pips. At Mil 5, inf has 4 pips and cav has 3. Later in the game cav becomes absolute as pip differences between the two are comparatively insignificant and cav engagement becomes tedious to manage. If you can fight boredom enough to make it past tech 26, inf usually has more pips than cav.

They were also all destroyed before they really had a chance to fully form, look at the Spanish civil war where they were attacked by both the Republicans and Nationalists for a good example of that.
