During winter I‘m mostly wearing Decathlon stuff. They even had really good winter bibs a few years ago with integrated wind stopping areas, unfortunately the newer versions don’t seem to have this material anymore.

you can also buy generic technical winter clothing that can be used for hiking, skiing, skating etc.. the only cycling specific thing you need may be shoes or boots

owned the original version. A bit racy. Maybe if you are out for hard training it would work good with a wind/rain jacket. Haven't worn one in years.
