I never worked in that profession but I did watch south beach tow. It was my favorite show on the tru channel. They did a lot of repos and towed away illegal parked vehicles. As far as I know is if someone hops in the car the operator has to try to get the person out of the car before driving off for legal reasons.

My take: if he make a fully custom mod from scratch he has all rights to keep it in early access/be a paid mod especially since it's a flipping giant tow truck. The mod creator is being disregarded and disrespected every time someone shares their copy and that ain't fair for him.
