Hm, this bought some memories back, as between the ages of 23 and 31, I did a LOT of hitch hiking, about 25,000 miles in about 30 countries, covering the UK, West and East Europe, Scandinavia (including Iceland, TWICE, camping both times), Turkey and some bits of the Middle East, when hitching on my own, I usually slept rough, in just a sleeping bag, in 1986, I did a bit of a tour of Europe, on my own, from the UK to Paris, Turin, Pisa, Rome, Athens, Zagreb, Vienna, Nurnberg, Berlin, Copenhagen, Gothenburg, Flensburg, Amsterdam and home, and found Paris, Rome and Amsterdam, potentially risky, to sleep rough in.

I think that's kind of no-man's land where he is, not Tesco's responsibility. I'd guess the council come along periodically to do maintenance but not on a Sunday night.
