I wonder if Mr. Miller was a railroad employee, maybe of the C&WI itself? Hard to imagine a freelance railfan gaining such close (not to mention dangerous!) access to these locations. This is amazing footage, even on silent B&W film--glad it was preserved.

Seems like they were going too fast being in a yard with other trains around. Too much of a chance for an accident.
