This is a 'guide' to get into Lemonnier's Surgery WITHOUT the Hookshot tool. You can decide to go to Luxembourg (where Lemonnier's Surgery is) or La Cite (where you get the hook), so it's not much that you gain except a bit of a shortcut.
This is my second playthough and upon arriving in Luxembourg, I intended to get to the Surgery but forgot I needed Bishop's Hook. I instead tried to climb up and it turned out to be a success.
This is me literally trying to figure out if it can even be done.
Skip to 2:04 for the final attempt.
After defeating the boss, you can exit the building and head right to go through a sewer system, up the stairs to a gate, turn left in the courtyard through a garden then use the Alchemist's Ram to get to the district with the Surgery.
(It's also visible with the Compass, so it's hard to miss.)
Just under the balcony with Lemonnier's Surgery is a box and barrels. Jump on those and on the railing on the building adjacent to get high enough to attempt a Selenite Momentum maneuver to get to the Surgery with the Doctors Tools for the citizen story, a chest with Secret du roi Hood and Coat and documents required for the Bodyguard trophy.

Oh boy that was a journey! I was rootin for you the whole 3 minutes. I was thinking about getting this game cause it looked interesting despite looking low budget. What’s your review of this game so far?

Wow thanks. That means a lot lol Well, I Platinumed this game (ps5) because of how much I loved it. At this point it's probably in my top 15. That might tell you exactly how I feel about it. You're right that it looks fairly low budget. The animation is not great and the characters look like they were rushed. Game mechanics fall a bit short only at times with invisible walls or janky camera movements, and characters sometimes move very robotically. At first it was glaring but as I continued to play, those things sort of took a back seat. A lot of thought was placed on the story and the voice acting is above average. The gameplay is solid when you get the hang of it. Just navigating the maps with Aegis is super satisfying. Enemy variations often demand that you strategize your approach which was fun for me. Exploration is extremely rewarding but not mandatory and can even change the dynamics of your progression. I don't like games that make you backtrack but in this only somewhat linear game, I didn't mind it. the difficulty feels a bit daunting at first but as you get accustomed to the mechanics and level up, it will ease out. If you're a fan of souls games, you likely won't have much issues; but for someone like me, I wanted to quit at the first boss lol I'm glad I didn't though.
