In this scene he says "Mr. Gavel" wants Brennan hosting the event but in the final cut of the movie it was Brennan's idea to host it in an attempt to get his parents back together. It's a shame they couldn't have figured a way out to keep it in with fancy editing or something though!

I think the reason they deleted this scene is that they wanted to give Ferrell's character agency by actively asking for the Catalina Wine Mixer. As opposed to being given to him.
