There's pros and cons to either. Obviously you need quite some flesh left for being able to push in a sleeve without compromising strength. But if you do, it's of course much faster than welding up the bore and line boring it to size again. And further on the plus side, one can seat the hardened bushings already in the press in the workshop and doesn't need to play with liquid nitrogen. On the downside, the repair is further away from "original" and might have a negative impact on future repairs. But I don't think, there's only one solution and it all comes down to function. If it works, it's good, and if it doesn't work, it wasn't the right method.
