Panama hats take a lot of work to weave so are quite expensive. Because of that companies like Stetson stopped making Panama hats in the 1960s and starting using Shantung which is paper that is like straw but more durable and less costly. So I highly doubt that an inexpensive modern Stetson hat was made from a Panama hat body. There are companies that still sell true Panama hats but they cost upwards of $400.

Stetson quality has gone down hill. Thinner felt, loose threads, inconsistent sizing. Wool felts are a no no in bad weather. Even fur felts also. The only fur felts I know that will hold up to elements is Akubra. Some of the high end Stetson western hats will because they are thicker and stiffer.

Any time rain is in the forecast I have an Oil skin that I will wear... but where I live the weather is sometimes unpredictable.. lol

Actually, lite-felt does very well in the rain. I prefer Bailey Lite-felt to my Akubra stockman for northwest rain wear.
