At 25:38, actually, yes, there is an "Elastic Man" character in comic books. His full name was Ping, The Elastic Man, and he debuted in Beano Comics in 1938. He did not last long and his character was discontinued and ceased to be published by 1940. Ping, The Elastic Man was not a super hero, but more of a comical character. There are three other super heroes with similar names who have the same super power of being able to stretch their bodies like elastic. First was Plastic Man, who debuted in Police Comics # 1 in 1941. Next was the Elongated Man, who debuted in The Flash comics # 112 in 1960, and then finally there was Mister Fantastic, who debuted in Fantastic Four Comics # 1 in 1961.
