I mean, he COULD be if the writers wanted. Paul seems like the kind of guy to donate sperm for some quick cash, no questions asked. Dude is one of the strongest fighters in the series even if he is kind of a dumbass, so it wouldn't be a stretch if the Zaibatsu decided his and Nina's DNA might make a good super soldier.
