There's no such law. I can imagine that many hotels do it to stop people leaning out of the windows while smoking. Even smoking tobacco while sober in such a way would be something a hotel wouldn't want to enable. The paperwork involved in explaining why a customer fell out of the window, or complaints that the person in the next room is smoking and it's blowing in your room is something which can easily be avoided with just a couple of screws.

Collin Hennessy Well, think about it man. He's a mid-level comic(in terms of fame and popularity), so he doesn't have big epic specials that he puts out every 3 years. He's a touring comic. So his act isn't aimed necessarily at the same audience. He's mostly speaking to fresh ears. But everything is recorded and put on KZbin these days. If all Bill Hicks shit was recorded and uploaded you'd regard him as repetitive too, although he isn't known for that. I'm sure if Steve had a KZbin channel there would be new shit all the time.
