Everyone expect elite and military will be allowed to live, of they can provide profit and resources. And lonely miner Megatron started decepticon revolution to defend himself and take back his home. Anyway, prime wasn't listening, started raid and used WMD just to wipe out small squad of decepticons with hundreds of civilians. Kinda like Ukraine oppressing and killing own civilians, and miner region Donetsk started revolution against tyrant's.
