As accomplished as he is Steve really botched that solo. It sounds rushed and too staccato. Playing it on small and clicky drums doesn´t help either. If you watch Tony do it, his rolls are legato and way more musical. He played in waves. But that says more about Tony than about Steve. Steve is a world class drummer, but Tony was just on another level.

(Comment edited) ... but to answer your question: "Sister Cheryl" is a tune by Tony Williams from his 1986 album "Foreign Intrigue." Steve Smith's band plays that tune, and this video is an excerpt of Smith explaining some of the Tony Williams techniques he uses when doing his solo intro for that song. If you had watched the video all the way through, you would have known this.
