can you run this defense even if you cant really scout in your league

Yes, I ran this Defense many seasons with limited scouting when our Denver area league did not offer scouting film. I actually blitzed more when I did not scout. :) Its a fun defense, you can keep it very simple or decide to add bells and whistles. I usually add the 62WT and then start adding shifts once the team understands the base defense. You do not add all at once but over time and maybe for a specific opponent. But Scouting is very important to be competitive at the higher levels of play. We would always try to scout playoff teams and the best teams in the league. We would ask a parent to go to game and video tape the opponent.
