The fish isn't stolen by the Chinese company, they paid the Gambian government for the fishing rights. And the diminishing returns of the local fishermen might also have something to do with the mesh size of the fishing nets they're using.

They know their government is corrupt and that the local people rely on fishing for their livelihood. Why not go fish in the Chinese or European seas to make animal food?
