I think some people underrated her because of a terrible looking statline, but one of the things that makes her so good is that you're almost always gonna get value from her weather effects, which you don't always from a statline. Basically, its like she is a 3/4/1 because you always can get value from weather, but you never get value from all of your stats at the same tine.
