i feel like the best is still to go raba second and if thats the case then you go cosmic third bc stormsurge loses value, and if u cant afford the raba you go stormsurge second to keep the snowball and get more gold for raba, since stormsurge its an "early game" item (this of course if you are only ap/they aint stacking mr)

stormsurge + shadowflame just got a big boost in magic pen, like it's a +8 pen in a single patch, it makes the build much better into mr before you had in total 37 pen and now 45, mercury + null mantle is 40 so you now can actually deal damage to people like you should
