One common thing to be noted here: this constitutional provision serves as an auxiliary for dictatorial powers i.e Zia/ Musharaf. The current zeal for its revival clearly depicts that, here in Pakistan, democracy is only ceremonial practice. It's actually an undeclared martial law. Note: I might be wrong but this is what I perceived from this video clip. Pls correct if m wrong. Rgds
