Yes you are, you do in the game have a veeeery secret and hard to get mini-game called "Gradius", where you play as Vic-Viper. You know those "extra missions" where you can choose between Jehuty, Jehuty ver, 2, Damaged Jehuty and Naked Jehuty. Yea, noticed that there is an unknown fith option under the Naked Jehuty one. That's the Vic Viper. Although you can also easily get it by cheating, which I did...

Specifically, finding imports with good voice acting was rare. Things where it was written in an english speaking country and not translated later...well, it was SLIGHTLY better but not much.
