It's actually two expressions of time mixed up. 21 hours in military speak of a 24 hour clock equals 2100 hours = 9:00 PM. and civilian AM starts one second After Midnight until twelve hours later equating 12:00 AM, then twelve hours later equates to 12:00 PM.
