Umm, kinda. I live two hours away from there, and the whole country's pretty neat. However, as luxurious dubai is, it's still a city with lots of average people too *cough*like myself*cough* so I can assure you that it is not as intimidating as you might hear, it is a black hole for money though... but Sharjah (the emarite 15 minutes away) is cheaper and pretty cool.
