They took the time skip as an opportunity to retcon her skin color in line with the manga, with the implied explanation that she's been hanging in a winter zone for two years and lost all of her tan. - BF stands for Battle Franky. It was on all of the ships he created before he was a cyborg, with the last one shown in his flashback being BF-35, the one that took down a Sea King. Pre-time skip, during the scene in Enies Lobby where he takes off his shirt to extend his shoulder cannons, you can see a BF and 36 stamped on his shoulders, so he labeled _himself_ as the next Battle Franky after his old ships, in the form he named "Cyborg Tactics". Thus, after the time skip, BF-37 is the upgraded form of his cyborg body, "Armored Me". (Arguably he should've stamped the Thousand Sunny as BF-37 instead, but I suppose he didn't consider it his own ship.)

About all the changes...Lots of people hates the new look of Franky...Honestly it's mostly the hair but it grows on ya ! Nami is a nice update, Robin now have the skin tone of the manga, so it's not whitewash really... Luffy's sash is fun with the scar. Sanji's hair are on the other side, Zorro mystery with his eye, Brook over the top look. Chopper is now smaller but cuter...Best upgrade is by far Usopp ! He is buff and got cool gears !! It will grow on ya alright !!
