I've never been to a country where English is the native language, and I'm fluent, as most people in my country/neighboring countries are. Concidering how english entertainment is a regular thing all over the world, it's not that strange that people pick up on it, even if it's not taught in their schools.

He only stopped to study for real after the age of 10 and became fluent before he was 13. He never left our town and is the only fluent in our class at school.

I’m not from a native english speaking country but I speak fluent english, and when I moved to an english speaking country for university, I remember being awkward and rough with my english like he was and couldn’t think of the words like I usually do. If he settled to speaking english daily for at least an hour a day his small tone changes, habitual slurring, and cuts in speaking would instantly disappear within a couple of weeks at the earliest and he’ll sound perfectly local.
