So after defeating Thordan in this what if..we fight both Nidhogg and Hraesvelgr...dang guess saving that guy also caused Nidhogg's brother to join with him instead of helping us..but..this isn't over yet..I bet there is one more left..one epic phase that'll bring this all together.

It's shown they are both working against their own wills. Hraes even has a line where he begs you to stop him. Then if he kills someone, he will go into a rage and say he failed to keep his promise with Shiva

@@ThePageofRage As long as both his eye's exist. He can be pseudo revived. That is what happened in the main story to begin with. It's essentially implied that is Estinien being controlled by both eyes, just like what happened after we originally killed Thordan. Just instead of Nidhogg trying to stop peace from being created in his rage, he is being controlled. From what I can gather, Thordan uses the technology at Azys Lla to bind the dragons under his control because we don't arrive in time to stop him, then after we defeat him Nidhogg returns and exploits that binding to force Hraesvelgr to join him instead of fighting against him. Then because Hraesvelgr dies fighting against man his brood don't (successfully) try to mend the scars between dragon and man, and Thordan is brought back.

Bro, Nidhogg/Hraesvelgr phase is like doing BJCC phase in TEA 12 minutes in lol (granted TEA had Wormhole, but it was definitely an easier fight than this).
