Sagat no doubt has the biggest reaction. You can hear someone in the crowd say "Get Up" at 3:10 after Ryu knocks Sagat out with his shoryuken. Had a closer look at Sagat and I don't see the scar on his chest from Ryu's shoryuken attack as shown brilliantly in the Street Fighter II Animated Movie.
