@@jasonalexander5674 I wanted to say for us 80's kids go from 2d to 3d was a life changing experience, kids today they just got already 3d games with ultra realistic graphics for them is a normal thing a game that fully runs ate 120 fps with high resolution graphics instead i was there when we go from doom to quake and our mind were blown

I believe Hokuto is owned by Arika, not Capcom. We'll probably never see her in Street Fighter again sadly but fear not, she is in Fighting EX Layer if you want to see a modern version of Hokuto.
