What really frustrated me the most about Fighting EX Layer, was their Arcade mode wasn't made like Ex3's Arcade mode. Major step back if you ask me.

Yeah, the endings in this game were definitely a step back from the much more cinematic endings we had come to expect from previous Street Fighter games.

At least be thankful this game had its endings translated. Past SFEX games (sans the PSX version of SFEXP+ because those were CG cutscenes) didn't have their endings translated.
