Ryu never appears again after Cyborg defeats him, so we don't know. It's left ambiguous if he survived or not.

The soul of ryu is not in the cyborg, the cyborg has been taking so much information(scanning). If you win against Ryu without a perfect, when Vega becomes a president or something like that ryu attacks him. So I believe Ryu is still alive.
